This appears to be an item from around 40 years ago, when my father was a child and collected them.
It seems to have been a prize from a wafer chocolate.
He apparently said "Kirakira!" (glittering!) at the time, and it seems he jumped for joy when he got it ✨
There is some soiling as shown in the photos due to long-term storage.
I don't know much about it, so my explanation is poor, I apologize (^_^;)
